What is left out in the various reports of emissaries is important.
Balak sees the camp on the plains of Moab from above and sends to Balaam to curse it.
But his emissaries are rejected the next day as
13 Balaam rose in the morning and said to the princes of Balak, “Go back to your land, for the Lord has refused to give me permission to go with you.” But that is not accurate. Balaam was told, 12 And God said to Balaam, “You shall not go with them; you shall not curse the people, for they are blessed.”
14 And the princes of Moab rose and went to Balak, and said, “Balaam refuses to come with us.” But they did not know their whole purpose had been rejected, because Balaam didn't say.
Numbers 22.20 And God came to Balaam at night and said to him, “If the men come to call you, rise and go with them; but only the word which I speak to you—that you shall do.” That is, in order they do you no harm go with them. It is an act of politic. Repeated refusal, outright might get Balaam killed.
21 So Balaam rose in the morning, saddled his donkey, and went with the princes of Moab.
